Desert Sun Update

The Desert Sun reports on the current state of Enterprise Zone legislation and SB 1008 in particular:
Sen. Denise Ducheny, D-San Diego, said Wednesday she had dropped for now and possibly for the year, her effort to overhaul and extend the life of enterprise zones.
There is also an interesting comment from an HCD spokesperson:
Officials like Joseph worry about a gap between is termination date and final state approval, but state officials insisted there won't be one. "If a zone is expiring but if it is successful in getting re-designation, we intend there will be no gap,'' said HCD spokeswoman Janet Houston.
But it is hard to imagine how HCD will be able to achieve this. My understanding from speaking with local government folks is that the Environmental Impact Reports (EIR) required for zone approval will take longer than the time allotted.
