HCD Memo On New Voucher Regulations

HCD has posted a memorandum dated 12/1/2006 announcing the effectiveness of the new voucher regulations. The PDF can be found here. The memo clarifies my earlier posts that the regulations became effective officially on 11/27/06 but that HCD will not enforce them until 1/1/2007.
